Phoenix officials are working on a deal that would offer just under $100 million in sales-tax rebates for CityNorth, a monumental $2 billion development in northeast Phoenix. City officials have said that the agreement with developer Thomas J. Klutznick Co. involves a 50 percent rebate of sales taxes over as many as 11 years.
