Although the overall number of identity-theft cases apparently has started to drop, many consumers and financial institutions still aren’t doing enough to prevent it. Speakers at a banking industry conference in Scottsdale on Tuesday described an ongoing cat-and-mouse game in which crooks invent new schemes for fraud as banks and other financial firms adjust their defenses.
