A nine-house infill project in Ahwatukee Foothills has taken much longer to finish than anyone expected, with some buyers blaming the builder, and the developer blaming hillside rock - and sometimes a petroglyph on a nearby big rock. “It’s the hardest soil I’ve seen in 30 years of building homes,” said builder Larry Kush, owner of Montevina Estate Homes. “It’s solid rock.
